EPR & Unique Waste Streams

Are you an expert in the solar panel management in California? Do you understand the differences between Extended Producer Responsibility (EPR) and Product Stewardship? Join us as we hear from the California Product Stewardship Council to learn about the similarities, and more importantly, the differences between EPR and Product Stewardship; the strengths and weaknesses of each; and how to choose and structure a good program around a particular problematic product type. Then CPSC will share information regarding solar panel recycling in California, including details on two CalRecycle funded pilot projects, with an update regarding the Department of Toxic Substances Control (DTSC’s) solar panel regulations process; learn how solar panels are regulated in other states and countries;  and understand how collection programs can use market research to proactively plan for this growing product waste stream.

Executive Director, California Product Stewardship Council (2018 to present)

Doug has been “talking trash” for over 28 years, with a degree in Civil Engineering.  He is the current Executive Director for the California Product Stewardship Council (more fondly known as CPSC).  Previously he spent over 18 years with Sacramento County with 11 of those years as a Program Manager, over 2 years with Edgar & Associates as a Project Manager/Engineer, and over 5 years with Yolo County as a Landfill Engineer and Operations Manager.

Doug served as President of the SWANA Gold Rush Chapter and is currently the Vice-Chair on the SWANA California Chapters Legislative Task Force.  He was the Chair of CPSC, the Founder and President of National Stewardship Action Council (or NSAC), the first Chair of the Mattress Advisory Committee, and a member of the Carpet Recycling Advisory Committee, both appointed by CalRecycle.

Piloting Solar Panel Recycling Pilot in California (CPSC - Joanne Brasch, PhD) 

Special Project Manager, California Product Stewardship Council (2017 to present)

Dr. Joanne Brasch holds a PhD in Textile Economics and Environmental Analysis from the University of California, Davis, where she also received a Master’s degree in Textile Science and a Bachelor’s degree in International Agricultural Development. With more than 12 years of academic work experience, Joanne has held lecturer and research appointments at UC Davis, CSU Sacramento, and Donghua University in Shanghai, China. She was the Sustainability Researcher for the UC Davis Health System, leading projects on waste mitigation and environmentally preferable purchasing on campus. Her topics of interest include global industrial systems, supply-chain sustainability, and diffusion of innovation. She currently works as Special Project Manager at CPSC and has worked for its national spinoff, the National Stewardship Action Council (NSAC), to lead projects that promote a circular economy using Product Stewardship and Extended Producer Responsibility (EPR).
